The latest exchange between Iran and Israel raises a fundamental question: Who is really driving events in the Middle East – Washington or Jerusalem?  Following Israeli strikes on targets in Beirut, Lebanon, Iran responded with strikes against northern Israel and military facilities around Haifa.
