Iranian Foreign Minister Abbas Araghchi said on Friday that diplomatic efforts had resulted in the drafting of a 14-point memorandum of understanding and that the document with Washington would declare an end to the war on all fronts, including Lebanon.
Araghchi said in remarks to the media that the agreement faced opposition from several parties, foremost among them (Israel), which he said was seeking to obstruct it. He added that a strategic victory is achieved when a war ends with an agreement or understanding that consolidates such a victory.
He said the memorandum includes provisions related to lifting restrictions, the Strait of Hormuz, mechanisms for dealing with frozen assets, and issues linked to the nuclear file.
According to Araghchi, the first phase will involve concluding a memorandum of understanding aimed at ending the war, while negotiations on the nuclear issue will begin in a second phase.
He said the "Islamabad Memorandum" would lead to an end to the conflict on all fronts, particularly in Lebanon, stressing that Tehran would not abandon Lebanon.
Araghchi added that discussions on the nuclear file and sanctions had been postponed to a second phase lasting 60 days. He warned that implementation could face difficulties due to what he described as the other side's record of failing to honor its commitments, stressing the need to prevent a recurrence of such issues.
