Prime Minister Ali Faleh Al-Zaidi chaired, the 10th regular session of the Council of Ministers.
The Media Office of the Prime Minister said in a statement, received by The Iraqi News Agency-INA that ," during which the overall situation in the country was discussed, along with a number of important files that fall within the government’s reform agenda. The Council also reviewed the items on the agenda and adopted the necessary decisions and recommendations".
The statement added that to regulate government work, the Council of Ministers decided to limit the powers of all ministerial councils to submitting recommendations to the Council of Ministers, without the authority to issue any decisions.
“In the agricultural sector, the Council approved the agricultural plan for the 2026 summer season at the governorate level (excluding the Kurdistan Region of Iraq),” the statement confirmed.
In the same context, the Council of Ministers approved the repeal of Paragraph Eight of its Resolution No. (247 of 2026), concerning the deferment of irrigation fee payments owed by farmers to the Ministry of Water Resources.
As part of the government’s financial and administrative reform efforts, the Council of Ministers voted against granting an investment license for the Baysan Residential Investment Project in Nineveh Governorate, while considering the possibility of transferring ownership of the land to the Ministry of Finance.
In the area of institutional reform, the Council approved the rotation of a number of directors of health departments in the governorates and authorized the Prime Minister to rotate, transfer, and replace directors general and officials of equivalent rank across all government institutions, upon the recommendation of the relevant minister or head of an entity not affiliated with a ministry.
As part of efforts to complete service projects, the Council approved correcting the contingency amount for the Processions Square Project component, including the construction of a grade-separated intersection between Baghdad Road and Al-Hurr–Al-Kamaliya Road / Phase One, and increasing the total cost of the component.
The statement concluded that The Council also approved exempting projects for the reconstruction of a number of religious shrines in the governorates of Najaf, Karbala, and Diyala from Paragraph Six of Council of Ministers Resolution No. (1128 of 2025), as well as from Council of Ministers Resolution No. (325 of 2026).
