Prime Minister Mohammed Shia Al-Sudani chaired today, Tuesday, the 18th regular session of the Council of Ministers, during which the overall situation in the country was discussed, alongside reviewing the items listed on the agenda and adopting the necessary decisions.

The Council followed up on the measures taken by ministries and government institutions to implement the Council of Ministers’ decisions and the Prime Minister’s directives related to reducing expenditures, maximizing revenues, and addressing the financial situation, as well as assessing the extent to which the targeted steps have been achieved.
In support of farmers and agricultural producers, the Council approved amendments to wheat pricing and the plan for receiving high-grade seed varieties for the 2025–2026 agricultural seasons, as follows:
First: 700,000 Iraqi dinars per ton for quantities within the agricultural plan.
Second: 500,000 Iraqi dinars per ton for quantities outside the agricultural plan.
Third: Yield shall be calculated at 900 kg per dunum for lands under modern irrigation systems, 750 kg per dunum for irrigated lands, and 300 kg per dunum for rain-fed lands.
Fourth: Receiving 100,000 tons of high-grade wheat seeds at a price of 700,000 Iraqi dinars per ton.
Fifth: The share of the Kurdistan Region of Iraq in the marketing plan for the 2025–2026 agricultural season shall be 400,000 tons, including 292,000 tons within the plan and 108,000 tons outside it.
In the same context, the Council approved the payment of farmers’ dues for the previous season (2024–2025) and the current season (2025–2026) by including the loan amounts and accrued interest within the upcoming Federal General Budget Law, with the Ministry of Finance providing guarantees to repay the loan and its interest to the Trade Bank of Iraq.
The Council also approved postponing the collection of dues owed by farmers for agricultural land rentals in favor of the Ministry of Agriculture, and irrigation fees in favor of the Ministry of Water Resources, until their wheat marketing dues are settled.
The Council of Ministers approved the recommendation of the Ministerial Council for the Economy regarding opening the import of table eggs, conditional upon external transfer through the prior declaration mechanism.
As part of the government’s commitment to strengthening the capabilities of the armed forces, the Council approved amending the Ministry of Defense’s allocations included in Council of Ministers Decision No. 186 of 2026, as well as the total proposed allocations for the Ministry within the 2026 investment budget.
Within oil sector projects, the Council approved amending its Decision No. 1008 of 2024 regarding the Basra–Haditha crude oil pipeline project, to allow the State Company for Iron and Steel, under the Ministry of Industry and Minerals, to adopt an external manufacturing route for the fully fabricated pipeline, provided it is tested in Iraq with the approval of the Ministry of Oil، and to grant the company the flexibility to determine the most suitable implementation mechanism in a manner that ensures economic efficiency and swift completion of the pipeline.
Regarding the state’s share in residential investment projects, the Council approved amending its Decision No. 215 of 2026 to ensure the state’s share of housing units in projects granted exemptions from announcement requirements under decisions of the Higher Committee for Investment, in return for developers donating a specified number of housing units to the government, in a manner that ensures transparency and maximizes economic value. The donated units shall be recorded as a monetary equivalent from total sales and not deferred until the end of project implementation.
The Council of Ministers also approved the minutes of the Diwani Order Committee tasked with reviewing the Iraq–China framework agreement, including the proposed schedule for project allocations funded through the agreement’s investment account for 2026.
In the field of electricity projects in the transmission and distribution sectors, the Council approved the Ministry of Electricity’s implementation of the grid connection project for the 100-bed Al-Dujail Hospital using collected revenues.
